Flower still rules, but it's slipping

Dried flower is still the single biggest category by a wide margin, at 59.7% of sales in 2024/25. But its grip is loosening: that's down from 61.4% the year before, even as flower sales themselves grew about 3% to nearly $3.3 billion. In other words, the whole market is growing, and other formats are simply growing faster.

Vapes and extracts are the growth story

The clearest shift is toward inhaled extracts, the category that covers vape pens, hash, and concentrates. It was the fastest-growing part of the market in 2024/25, up nearly 13% to about $1.7 billion, and it now makes up 31.1% of all sales. Roughly one in three dollars spent on legal cannabis now goes to an extract rather than flower.

Edibles, drinks, and oils

The rest of the shelf is smaller than many people assume. Edibles are just 4% of sales ($219 million, and actually down slightly), held back in part by the strict 10 mg THC cap per package. Beverages are still tiny but growing fast, up 9% to about $92 million. Oils, capsules, and sprays taken by mouth added another $170 million, up 7%.
